Add Region settings for numbering.

In Denmark we write number like this 1.200,95. Eg. we use comma and period opposite of Americans.
So it is very confusing because if I type 1200,95 I get "120095" which is 100 times larger etc. This often happens and causes lots of issues. And it is even worse when having other team members use the system.

So a region setting would fix this. Eg. see this panel from macOS:
